About the Project
For Village of Grandview on Hudson, the Village Hall had to be reconstructed under FEMA 428 program. In 2013, the budget for the reconstruction work was established and approved by FEMA. The Village of Grandview retained an Architect and Engineer to develop RFP for the town. Two RFP(s) were released; however, the first attracted zero bidders, the second received a single response at double the budget.
Indigo River was retained by the village for value engineering and to develop a successful bid strategy. The requirement was to cut $4M from the previous bid, and have at least 3 bidders in the next round of the public RFP process. Value engineering independent of the previously retained architect and engineer, Indigo River interviewed all previous contractors that submitted a bid and performed a complete analysis of the bid and the FEMA PW. IR proposed relocating the building within the site and eliminating expensive marine scope, totaling an estimated reduction in construction cost on the order of $3M. This was accomplished without any additional design fees, initially, from the architect and engineer of record. Once approved, the revisions to the construction documents and bid materials cost approximately $80,000.
Set up and managed a secondary subsurface investigation program to pinpoint bedrock for further confirmation of foundation impacts. Additionally, Indigo River identified foam insulations that could be swapped with the previous proposed material to bring the building into compliance with the energy code, without the need of having the architect and engineers of record prepare drawing revisions.
Prior to the village rebidding the project for a third time, Indigo River established a new bid release process and RFP sequence including electronic drawings. IR also extended the solicitation period and expanded advertisement locations, conducted contractor and community outreach, and managed public relations. To generate interest IR held multiple pre-bid site visits in conjunction with the release of an RFEI.
As a result, attendance at the RFEI walkthrough was up to 12 contractors from a previous total of four. March 1st, RFP was released through NYS Contract reporter. Based on the total cost of the architectural, engineering, and permitting changes, plus Indigo River fees ($110,000 combined), and the estimated $3M savings in construction buyout, the total estimated savings as a result of Indigo River’s intervention will total approximately $2.89M.
