About the Project
The Owner of 3001 Bragg Street in Brooklyn, New York, is developing a waterfront property on Sheepshead Bay. The site currently contains a vacant single-story building, an overgrown waterfront walkway, riprap slope, and a timber pier. The goal of the project is to create a multi-story restaurant with a widened public walkway along the shoreline, and access to the existing timber pier.
Indigo River, together with TMS Waterfront, has been supporting the project development from the initiation, and has completed the following tasks to date:
1. Preliminary site investigations: Completed an underwater inspection to determine the conditions of the piles and dolphins using an underwater drone, a site walk and topside inspection, and a desktop site study with available historic documents (via the FOIA).
2. Jurisdiction Determination: Applied for and secured a Jurisdictional Determination for the limits of work by the New York State Department of Environmental Conservation (DEC). This was completed to satisfy the New York City Department of Buildings request and develop the site in phases ((1) building and (2) shoreline).
In addition, Indigo River prepared a rough order of magnitude cost estimate and performed marine engineering support to advise on design, constructability, schedule, site logistics, and construction budgets. Indigo River also performed value engineering services to analyze and make recommendations concerning availability of materials and labor, time requirements for installation and construction, and possible cost reductions and economies of scale.
The next phase of development is to get regulatory approval for the proposed work, specifically the walkway and pier repairs, and an additional access point to the pier. Thus, IR is developing the permit application for submission to the DEC, U.S. Army Corps of Engineers, NY Department of State, NY State Office of General Services, and NYC Department of City Planning. Once the environmental approvals are in place, IR will submit and manage the building permit application from the NYC Department of Small Business Services and oversee construction.
