About the Project

Beginning in January of 2019, Indigo River, as subconsultant to TMS Waterfront, has provided a full spectrum of owners’ representation, engineering, architecture, and project management services to the Arthur Kill Terminal (AKT) project, a proposed 32+ acre, state-of-the-art port facility for offshore wind staging and assembly. AKT’s unique location allows for unrestricted access for cargo and installation vessels, and complete onshore assembly of wind turbine components. In 2022, AKT received $48M in funding via Empire State Development as part of the Port Infrastructure Development Program through MARAD, and TMS is assisting the ownership team in ensuring compliance and reporting to MARAD under the Port Infrastructure Development Grant (PIDP) 

Indigo River’s specific scope includes the development and implementation of project controls, project planning and due diligence, communications management planning, conceptual design, and environmental permitting (including CEQR, SEQRA, & NEPA) and mitigation strategies. In conjunction with TMS, IR developed and issued RFP’s for surveying, engineering, and architectural design. IR assisted TMS with the procurement, response and qualifications analyses, interviews, and contract award recommendation for each solicitation. 

During design, IR individually prepared preliminary site logistics plans, traffic flow diagrams, staging plans, and operational impact plans while managing other technical consultants. When all plans and designs were finalized, IR led the construction RFP process and is currently to award the construction contract to a general contractor.
