About the Project
The Science Park and Research Campus (SPARC) Kips Bay project is a job and education innovation hub that will be the first-of-its-kind in New York City and New York State. Driven by a historic investment from the City and State, SPARC Kips Bay will help New York City become a global leader in creating and attracting accessible jobs in life sciences, health care, and public health by creating a pipeline from local public schools through secondary education and to careers in these growing and essential fields. City and State partners include the New York City Economic Development Corporation (NYCEDC) (the Applicant for the Environmental Review), in affiliation with the NYC Health and Hospitals Corporation (H+H), the Office of the Chief Medical Examiner (OCME), the City University of New York (CUNY), and the NYC Department of Education (DOE).
Indigo River was retained as a subconsultant by VHB to draft several chapters of the Environmental Impact Statement (EIS), including Land Use, Zoning, and Public Policy, WRP, Open Space, Urban Design, and Community Facilities.
Currently, the project is anticipating a later winter/early Spring certification date.
